Abstract | MARKET SURVEY/REQUEST FOR INFORMATION PERTAINING TO INITIAL PILOT QUALIFICATION TRAINING FOR BOTH THE DC-4 AND DC-6. DRAFT VERSIONS OF THE PERFORMANCE WORK STATEMENTS ARE ATTACHED FOR REVIEW, QUESTIONS AND/OR COMMENTS FROM INDUSTRY. NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EMAILED TO THE CONTRACTING OFFICER. CONTACT INFORMATION BELOW. The Federal Aviation Administration(FAA) is seeking interested sources that are capable of provding the required training as previously identified and IAW the DRAFT PWS for each particular aircraft. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor's expense. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest and capabilities statements from businesses capable of providing the required training and have adequate resources to successfully perform, should an FAA requirement materialize. This could include information from small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, and all other business types and sizes, capable of providing the specified course instruction. Interested 8(a) firms are required to submit a copy of their SBA 8(a) certification letter, if applicable. In order to determine commercial market availability, possible set-aside information and budget formulation, the FAA is requesting the following information from interested vendors capable of performing IAW the draft performance work statements. Vendors may submit responses for one or both aircraft. 1. Capability Statement - This document should identify: • Type of training provided by your firm and course specific information regarding your DC-4 and/or DC-6 training program. • Size (dollar value) and type (Contract type and whether it was for Government, state, or commercial customers) of previous training for the specified aircraft or that of similar airframes. • Number of years in business and previous government contracting experience. • System for Award Management (SAM) registration information and DUNS number. 2. Geographic area where training will be provided. 3. Expected approach - Respondents must provide their strategy for accomplishing this training & equipment anticipated to be utilized during performance. instructor qualification information is also requested. 4. Questions or comments regarding the attached draft Performance Work Statements(PWS). 5. The FAA is requesting Rough Order of Magnitude (ROM) or Cost estimates for the requested training. This information will be used for budgetary purposes only. All responses to this market survey must be received by 1:00 PM CT, 11/30/2017, but interest parties may submit an official response any time prior to the closing date and time.
