|Abstract||This is a market survey/request for information to redesign or
optimize an aircraft hand held fire extinguisher using an approved streaming replacement agenton the EPA's Significant New Alternatives Policy (SNAP) list. The target being the lightest,smallest volume, and most practical design effective enough to replace a portable Halon 1211 extinguisher used in aircraft applications. The criteria used to rate each proposal will be based on the ability to pass the development of a Minimum Performance Standard (MPS) for Hand-Held Fire Extinguishers as a replacement for Halon 1211 on Civilian Transport Category Report No. DOT/FAA/AR-01/37.
Each proposal should include:
The type, size, and weight of container.
Zero gravity or any zero angle discharge capability.
Method of discharging agent such as siphon tubes.
Nozzle type, size, or configuration.
Use of pyrotechnics or head charge pressure.
Project time line.
Note: The FAA Fire Safety Section at the FAA Technical Center in Pomona, New Jersey will handle all MPS extinguisher testing in their facility.

This study would also include any agents that have plans to be introduced on the EPA'sstreaming agent SNAP list (possibly 2-bromo-3,3,3-trifluoropropene).
The responses to this request for information will be used for informational purposes only. The FAA is not seeking or accepting proposals at this time.
The FAA will not pay for any information received or cost incurred in preparing the response to the reqeust for information. Therefore any cost associated with the request for information submission is solely at the interested vendor's expense.
At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses certified by the SBA for participation in the SBA's 8(a) program.
The NAICS code for this effort is 325998 "Fire Extinguisher - Chemical preparation manufacturing". Interested firms are required to submit the attached Business Declaration Form.
